IBR-SR-28 error

Mandate reference identifier must occur maximum once

Mandate reference identifier (ibt-089) must occur maximum once.

</cac:PaymentMeans>

Fix

Keep a single cbc:ID here and delete the duplicates. If both values matter, one of them belongs in a different field.
