IBR-185-AE error

When the Item type is 'Services' then Service accounting code must be provided

When the Item type [BTAE-13] is 'Services' then Service accounting code (BTAE-17) must be provided.

Fails when this is false

not(cac:CommodityClassification/cbc:CommodityCode = "S") or cac:AdditionalItemIdentification/cbc:ID
